Background

The City of Montigny-lès-Cormeilles (95) has taken a proactive approach to modernising the energy performance of its building portfolio. Its estate totals 51,600 m² across 33 buildings with a variety of uses (schools, town hall, community centres, sports complexes, association and cultural buildings, etc.), managed by a single maintenance contractor. Faced with non-compliance with the BACS and Tertiary Decrees, the local authority wanted to acquire a smart energy management system to improve the overall performance of its buildings.

Challenges

The local authority faced several major issues:

  • Regulatory non-compliance (BACS and Tertiary Decrees)
  • Overconsumption due to performance drift not detected early
  • Scattered and unreliable energy data
  • Budget constraints requiring a financed solution
  • The need to work closely with the incumbent maintenance contractor
  • A wish to retain full ownership of its energy data

Solutions and objectives

Accenta deployed a tailored smart control solution to meet these challenges:

  •  Installation of a class B BMS in the 13 most energy-intensive buildings
  •  Deployment of hypervision software to monitor consumption across the entire portfolio from a centralised platform
  •  Implementation of smart alerts for the maintenance contractor to quickly identify malfunctions
  •  Regular digital inspection rounds carried out by Accenta’s Energy Manager teams, in addition to the maintenance contractor’s interventions
  •  Secure contractual arrangement, via an 8-year co-contracting agreement with ENGIE Solutions, ensuring lasting alignment between all stakeholders
  •  Full financing of the project by Accenta, for implementation with no impact on the local authority’s budget

Expected results:

  •  Compliance with regulatory obligations (BACS Decree),
  •  A measured reduction in energy consumption and CO₂ emissions ranging from 13% to 34% depending on the building,
  •  Long-term improvement in comfort, responsiveness and energy performance.
